Prior to the eyes on the ground you mention, it has now been revealed that the USSS and PD were aware of Crooks 3 hours prior to the incident. The observered him casing the roof and, with his rangefinder, scoping the USSS counter-snipers while they scoped him.

Add to this the parent's call and the briefing that Cheatle withheld from Trump's detail warning of an attack, it is very apparently "top down" as you say.

I won't buy Hanlon’s Razor as applicable here either.

I did catch another operator's interview that put some plausibility in the counter-snipers delay though, as according to this report they were trying to verify if Crooks was part of the PD detail at that building and that is the reason given for withholding the engagement orders.

Assassin had an eotech optic only, no magnification (reasonable at ~100m)

A less critical, reasonable analysis of the counter-snipers in the above link, but doesn't discredit our premise, rather exonerates those counter-snipers if true.

@HealthRanger popped in my feed regarding his audio analysis just hours after the event. As I had had a long talk with a newly retired MI MSG nearly two decades ago regarding the then new audio triangulation and identification used in Iraq used for directed fire from artillery or Navy guns (6 minutes from 1st shot to shells impact from miles away then).

Ergo, I was familiar with what @HealthRanger was attempting from various uploaded audio.

Of course I also promptly began following him too.

My information was gleaned from others, except the absense of a security force on the watertower.

Mind boggling.

First place that I'd ambush anyone seeking entry while also securing the top for overwatch.

More mind boggling.

Not even drones were present, which could have also provided coverage of the watertower if security was resource short.
