Smart meters replaced with safe analog at government cost (use some of the stolen trillions) and employ meter readers at a wage they can retire on. Underground cities get wiped out and all tunnels filled in.

Property tax abolished and estates may be passed down to next generation tax free. No such thing as eminent domain.
