Are there intelligence agency people controlling the Russian & China governments? If the plan is for the US to lose the war and a communist government to take control of the US in defeat, then the intelligence agency people in control of the 5i's must have some confidence they will remain in control after the war is over.
It is hard to comprehend people are willing to risk all out nuclear exchange with resultant end of civilisation in this desire to continue the 70+ year 'rules based order' enforcing the hegemony of the US using continuous war. They must have some belief all out war can be restrained.
